If it works the same way other autofocus systems works, it measures contrast
to determine when the image is in sharp focus.   It does not control when you
can and cannot take a photograph, it simply provides an indication of when the
image appears to be in sharp focus.  Sort of like the up-shift indicator on
some manual transmission vehicles.   Autofocus systems have limitations, but
it should still give an indication of moving water, provided the overall image
has sufficient contrast.
