Have you tried Amazon.com? I just picked up a book referenced by Shipman in
his classic 1989 text. Shipman's book is one of a series of HPbooks that
was published out Arizona in the 70s and 80s. Amazon.com had the book
listed as out of print/hard to get. I put an order in and they found it. It
took about a month and a half. It cost a bit more than the original did in
1980. The book I have is David Brooks', How to control and use photographic
lighting. It is as well written (readable, digestable) as Shipman's.  The
back cover price listed is $7.95. I paid $32.

Frankly, Brooks' book is one of the clearest expositions I have come
across. All the How Photo books I've seen recently have a lot of fluff. The
author's technique and gear is shown off more than useful information. I
don't know if things have "dumbed down" since the 70s/80s or what. I wonder
because I find the "photography" of decades a lot more interesting than
what I see today. Anybody else find looking at old B&Ws in old mags
fascinating?
