The Feb. IEEE Spectrum (house magazine for electrical and electronics
engineers) has a good article on battery recycling. Hg cells were outlawed
in the US for sale for domestic uses (like photography), apparently
in 1996. Before that they were only classified as hazardous waste. That's
the stage the EC is at now, but an end of availability is on the horizon.
Surprising, given the usual imperial manner of Brussels, that the EC is
behind the US.

NiCds should be recycled because of the Cd. According to the article several
large retailers, including KMart and Walmart, accept them. There is a
nonprofit US industry group to coordinate recycling, The Rechargeable
Battery Recycling Corporation. Canada is joining it, too.
