Again, an reducing agent will reduce his conterpart and get oxided. An
oxidating agent will oxidize his conterpart and get reduced.
Manganese has the highest state of oxidation (7) in Potasium
Permanganat, so it can be only reduced. 
Ergo = Potasium Permanganat should be an oxidating agent.
