The easiest to understand discussion that I know about this is pp. 43-46 in
Dowdell, John J. III and R. D. Zakia.  Zone systemizer for creative
photographic control.  1973.  Morgan and Morgan, Inc., Publishers, Dobbs
Ferry, New York.

Try to find that paper bound publication is another matter!

As far as your question, remember that slides have an additional step that
developing prints doesn't have: bleaching the image.  With printing negs, your
highlights are the dense areas in the neg.  The least light reaches the print
through them.  Add a unit or two of exposure to the print from a fogging,
combine it with a unit or two of light through the highlights, and you have
uniformly SLIGHTLY darker highlights.  The p. 46 chart in the above reference
brings this out well.
