Rumour it may be, but "mongering"? It is quite a common practice in the
Japanese camera industry (and, it seems, in Japan in general) to contract
out manufacturing to companies which would in the West -- and especially
in the U.S. -- be regarded as blood enemies. This is a different culture with
a different attitude to competition. And frankly, at least until now the
Japanese have benefited from it.

And Tokina have designed and made some top notch lenses. I have and use
their 400 mm, 80--200 f/4.5 and 60--120 f/2.8 and they are mechanically and
optically very good.
