What you describe isn't necessarily a problem with the scanner or the
printer as 400 dpi is more than able to produce razer edges so sharp you can
bleed.  Typically there is a slight amount of blur added to the scanned
image to hide flaws such as scratches, dust, mites, roadrunners, and tiny
spacemen.  Generally this also fixes a bad scan when either the equipment
isn't callebrated properly or the operator just plain screws up.

This blur mechanism (also known as a deZuiko tool), can be defeated in
computer based scanning/editing/printing, and can also be overridden with
the "black-box" versions if the operator is properly trained.

Don't fault the equipment on this one, as it is most likely operator error.
Besides, if they couldn't tell the image was sharp...  ...I question their
competitence as printers.
