[OM] T10 TTL shutter speed

Have just been reading the TTL flash operation of the T10, although it says
on the one hand that any F stop can be selected when using TTL flash , it
then says select an f stop to give 1/30 sec or slower.

How does TTL flash work as a general rule, I thought it controlled the
flash emission taking into account the selected f stop and I assumed set
the shutter speed to 1/60.
Is this correct. None of the manuals say exactly how it operates.

If I'm handholding (which I hoped I could do sometimes) at 1/30th with the
T10 attached won't this lead to camera shake. Will I always need to use a
tripod. Oly do say that macro handholding is
feasible.
