I missed some of the earlier discussion, but maybe I can add some
knowledge here:
The GN of a single T28 (or one head working only of the twin set) is
much higher than that of the T28 twins with both flashes working at
the same time. 
I think 28 is the GN (meters, 100 ASA) for one T-28 head. If you use
the double set the GN is reduced to 20 or 22.
