Flies and bad water can give you conjunctivitis all by themselves,
without contacts. Outback Australia has a very high trachoma rate.

The contacts themselves are cleaned with solutions bought from
pharmacies, never in tap water. Clean water is only needed to
wash your hands and face to prevent infection.

It is definitely possible to use contacts without power and running
water. I have done it car camping, and I have seen people on four day
hikes doing it. When camping I like to use hot water left over from
boiling a cuppa. If you can't do that, seawater, snow or certain mountain
streams are alternatives. If you don't have enough good water to clean
one finger and one thumb, you are already in a life-threatening
situation in the Australian bush. But you can still sterlize that
finger and thumb with contact lens disinfectant or metho for your
stove, take the contacts out, and switch to glasses.
