Since I flew between the US and Japan recently, I can tell you my experience
with hand inspection.  I have to admit that the rolls of film I was carrying was
deliberately small, only four rolls when I was returning to the US and zero when
going to Japan.  I bought all my films in Japan, but could not use up all.  I
put these 35 mm canisters and unopened wrapped 120 roll in a plastic bag and
placed it in my backpack where I could take out easily.

To my surprise I experienced three X-ray inspections during my return flight.
Twice at the Narita Airport and once in Detroit.  All three times I did not have
any problems in getting hand inspection.  Previous experience at the Narita
Airport was negative so that is why I minimized the number of rolls of
unprocessed film.  I had all the exposed film processed in Japan.  If you have a
handful, you might want to contact the airport in advance.  My experience may
not be typical.
