Not sure exactly what the GN is of the flash I have is but from the
scale on the back underwater it'll do about 6m at f2.8 with ISO 100 film.
I guess that puts it around the output of a T20 on land so it probably
has GN around 20 underwater.  The wide angle adapter appears to use up 1 
stop of light. I've always found its power output to be ample for the 
shooting I did (mostly close subjects and macro).

Be aware that a flash will light up suspended particles :-)

Also make sure that you use proper O-ring grease.  You need to ensure
that the grease is not water soluble!  Under no circumstances should you
use Vaseline to lubricate the O-rings (as tempting as it may be).
