The problems you describe are typical of an manufacturing facility that
doesn't use good quality control practices. The Japanese are evidently
outsourcing to low quality, low bid factories to cut costs. Likely the
sagging Japanese economy has forced them to it. Each new generation relearns
anew the lessons of Juran, Demming, et al.
