I wouldn't say that. As a general rule, lenses are at their sharpest
between 2 and 3 stops from maximum.  Longer lenses are designed to be
sharp wide open since they're usually a bit slower.

If you need the speed go for the faster lens. But more speed doesn't
necessarily get you a sharper lens.  

The 1.8 should be sharper than the 1.4 at maximum aperature.  When they
are stopped down shouldn't be a big difference.
