Most manufacturers allow atleast plus/minus 1/2 stop in meter & shutter
speed accuracy.  I remember doing incoming inspection on new Nikon F2s in
the late 70s.  Nikons factory tolerance on the  high shutter speeds was plus
or minus 1 full stop.
