The PC uses the same sensor that the 2S, 3, 4 etc. use for averaging/spot,
only in the PC (in ESP mode) the central spot area is compared to the
surrounding area.  If there is a "big" difference the camera compensates
(overexposes) a predetermined amount.
I remember when the PC came out, the advertising  suggested very heavily
that the PC was the first camera that could  "think".
