Hi John
Cokin and Tiffen both have graduated filters of various colors.  I'd check 
their catalogs first....
Basically what you want first is a ND .6 Grad (ND= Neutral density). These 
filters are half and half normal glass and a Neutral density filter with the 
interface gradually going between them.  You put the ND part on the sky and 
the clear part on the forground and the interface over the mountains or 
whatever. This allows for proper exposure of both the sky and the forground 
on contrasty days.

There are 2 types of such filters - those that fit in a special holder so you 
can adjust where the interface goes and so compose the picture yourself, or 
the second looks like a regular polerizer and the interface bisects the 
filter in two. You cant compose as well with this type but it is easier to 
carry around.

Go to a camera store and check them out or write for a catalog from the 
manufacturers
