Check the OM-200 manual.  I briefly looked at mive and I recall the meter is 
very limited at the low EV levels.  This behaviour you see might be expected.
Why it seems to differ from the reading the OM-10 gives you could be 'normal' 
tolerances, or one or the other (or both) meters are a bit out.  Try both using 
sunny f/16, ie: Point each camera with the same lens at a clear blue north sky 
on a sunny day. Set the lens to f/16. The shutter speed shoud read within about 
+/- 1/2 stop from the reciprocal of the ASA.
