No, you are actually changing the aspect ratio. The best way to deal with
the problem, at least in Photoshop, is to keep the aspect ratio locked as
you resize the image, and just specify the long dimension as 640, letting
the other one track automatically. I would think GIMP and PhotoImpact and
the others have a similar setting, but have no direct experience.
