Also, anyone keeping track of fuel shipments would know approximately when
a flight was due, etc. so Uncle Sam--actually, CIA--played "smokes and
mirrors" by "shipping" the fuel, on paper, to and from random locations,
even though it physically stayed in one spot :-) 
One of these days, I'm gonna hafta meet some of you folks--you sound
like you all have or had fascinating experiences!
