In Program mode the camera is choosing the lense speed and shutter speed
based on an internal algorithm so it can be considerably different from
the Auto where you choose the lense speed and the camera sets the
shutter speed (aperture prefered) or spot mode where the meter should
give the same reading on a blank wall as Auto Mode.

In Program Mode the lense should be set to the smallest f stop you are
willing to use and the camera will select shutter speed and lense speed
within that range.
