The manual meter may not move if, when you switch to manual, the shutter
speed dial is set to a high shutter speed and you are in low light.  Without
a lens on the body and in low light you may have to set the ss dial to 4, 2
or 1  (sec) to get any meter movement.  It will also depend on what asa
you're set to.
On some 2s, setting the ss dial to B will turn the meter completely  "off".
On other bodies, B is the equivalent of a 2 second reading.
