The rule of shutter speed in relation to focal length is based
on the magnification of the image to the film and its relation to
the ability of the photographer to hold still enough to not
have visible camera shake.  Not everyone can hold still enough
for a 35mm lens at 1/30 and some can do better.  It  seems to me
to be an arbitrary rule and has nothing to do with other variables.

BTW,  I read an interesting article about how the larger the
format (120 vs 35mm etc.) the better for hand holding.
The idea is that you would have to enlarge the print less
so less movement would be evident.
