The contacts may be plated steel or plated spring brass.  If steel then
the verdigris is due to the chrome or nickle plating flaking off
exposing a layer of copper plated over the steel before the nickle or
chrome plating otherwise the loss of plating is exposing the brass to
oxidation.

Tinning with solder is probably not a good idea because the solder will
eventually form an oxide coat that is a poor conductor, the heat of
soldering may destroy the temper of the contacts so that they no longer
provide good pressure on the battery, and solder just doesn't stick very
well to spring steel.

Try the cleaning routines suggested and coat with a corrosion
inhibiter.  It's your best bet.  You might also try moving to a cold,
dry climate to prevent future oxidation problems, Antarctica should do.
