If the guy is trying to commit fraud, it is not likely you'll easily get
your money back if you request it, no matter how many laws are behind you.
Paying by credit card is the only safe way because you can file a grievance
with your cc company, they will step in with arbitration and then take the
money out of his account (if arbitration goes your way).
