These days, a good inkjet can produce prints close to as good as a dye
sublimation printer.  Dye sub is essentially a tape cartridge where the
'ink' is melted onto the paper. It goes through four passes, one for each of
the colors (magenta, cyan and yellow) and one clear overcoat.

For a good general purpose printer, if I had it to do over again, I'd buy
one of the top of the line HP or Epson inkjet photo printers.

As for scanners, there is no contest.  A negative (or slide, they do both)
scanner, in my opinion, is much better.  You also don't have to actually
produce prints, if you don't want.

I'm no expert, these are just my opinions.
