Depends, in Germany you can be on private property but the owner can´t
throw you out or forbid to take photos. Such an situation is when the
privat property is not fenced in or could be locked. In such a Situation
privat property is treated like public property, just think of "private"
streets, parking places. Sometimes a small space (1m) around the house
belongs not the city but to the owner of the house, as long as they
didn´t fence it in, it handled like the public owned space next to it.

Contrast is the CCTV they use to spy after their clients.
