Interesting. Does this mean that if I take two photographs, one sharper than
the other, the process of transferring them to either a book page or a web
page will render their difference in  sharpness indistinguishable i.e. will
effectively reduce the sharpness of one and increase the sharpness of the
other? Wouldn't it degrade both equally ?

That's where the skill of the person operating the drum scanner comes into play. A softer image can be enhanced somewhat to appear better on a printed page but a sharp image quickly runs into the limits of the printing process (again unless very expensive paper, screens and presses are used).
