The radio station I used to work for did this annually. We were up
front about it, and made no bones about what we were doing. We were
looking for new logos and T-shirt designs, and a substantial number
of freelance designers, students, and small agencies were more than
willing (eager, even) to give up rights to one design in hopes we'd
use it. They considered it a coup to see their designs on shirts,
posters, signs, etc, and used it on their resumes.

The reason we wanted rights to *all* entries was that the situation
would ocasionally arise where the design chosen to win the contest
wasn't necessarily the design the management wanted to use. As long
as we had the rights to all entries, we could promote the winner AND
use the design we thought was more suitable.

Crux of the matter - as long as everyone's up front, there is no
harm.
