Does the peck glow brighter or just longer? (half-life and all)

It was painted on the roads before a cross walk. It means Pedestrian
Crossing. It was also the only place I have lived where the light would turn
red all directions and the pedestrians could cross in any direction they
wanted to, even diagonally.
