If you are on public property and have the appropriate film permit, you
can shoot anything within the reach of your lens and sell it for
whatever the market will bear.

If you don't have a signed property release from the owner (for a building) or a model release (for a person), you cannot sell the images for any commercial purposes (advertising, stock, etc). Makes no difference if you were on public property and had a permit. The images can be used for editorial and education but they don't pay much. There are some cities (Houston?) trying to collect on images of their skylines sold as posters.
