Olafo (Olaf Greve) is. The web site is here:

There is a page on the schedule, and on how to submit. Olafo usually opens
a window for submissions after the window for shooting closes . . . but
that's up to him and when he's ready for the deluge of JPEG's. In the past
he's announced when he's ready for them. :-)
According to the schedule, the window for the next TOPE just opened and the
the theme this time is "bokeh." There is more on Olafo's TOPE site.
