That certainly is odd. I'd thought something similar had happened to me a couple of times, but then it turned out to be operator error. Here's my personal checklist:

1. Was I using a camera with a winder or motor drive? If so, is it possible the winder/drive took up too much leader? Or was the film too tight toward the end, "telling" the winder it was time to rewind?

2. Is the frame counter working properly?

3. Did I open the back after loading the film to double check that it was taking up properly?

Invariably the few times I've had a "short" roll it was due to number 3.

the rolls of Provia 400/36 exp were short.  One stopped at 28 and the
