  Jim, the reason the shutter speed dial was on top is
because in most cases a roller blind shutter was used
and the shutter drum is directly below the dial.
Remember that with early examples of this shutter the
dial rotated when the shutter was released, when you
lifted the dial and set the speed you were moving a
peg that rotated with the drum and tripped the catch
for the second curtain at the appropiate interval.
