James:

Speaking as a Canuck, about all I've ever done on eBay is "international 
deals."  They are no more nor less fraught with peril than "domestic" ones.  
The only eBay deal I've ever been screwed over on was to a fellow Canuck out of 
Montreal.

Contact the seller by e-mail.  Be polite, but inform him/her that he/she either 
mis-understood or mis-represented the item on offer.  This, basically, is fraud 
(if it was intentional).  Explain to the person that you'd like your money 
back, and that he/she will be expected to pick up all associated costs.  Also 
explain that you wish to see the money *before* you ship the item back.  If 
they balk, tell them that, besides negative feedback on eBay itself, you'll 
also lodge a formal complaint through eBay's Customer Service unit, which could 
result in the seller being barred from ever using eBay in the future.
