I don't think this is a major problem.

Is the lens in question a Zuiko?

If so, then fixing the non-problem is probably straightforward.

The focusing ring you actually touch lies above an internal ring that 
actually does the biz.  It grips the lower ring by means of some tiny grub 
screws which lie beneath the rubber focusing ring.  If these have 
loosened slightly they might be the cause the non-problem you describe.

The rubber ring is stuck down with pliobond (contact cement) and can be 
removed with care by prying up an edge and working a suitable plastic or 
wooden implement underneath to break the bond then remove or fold back.

Jewellers screwdrivers may be required to tighten the grub screws.

Glue the rubber ring back with pliobond or similar.
