It depends, it usually works but there's no guarantee.  The delcared value
and description makes a bigger difference.  Just last week I had a $20US
microscope part stopped and charged $4.50 in taxes (plus a $5 fee to collect
it!).  It was also declared as a "gift".  In the past I've had "$20" OM bodies
stopped, examined, and then cleared with no fees whatsoever.  The trick I
was told by a postal outlet employee is to declared the item as broken.  
For some reason they don't tax non-woring items.  Maybe you should send him
your "broken" printer :-)
