There was a public seminar some years ago in Hong Kong by Photoshop's
authorized distributor.  During the seminar people asked whether it is legal
to sell their used Photoshop, the answer is no, but if the Photoshop is own
by your company and you sell the company with the software that is okay.

Consider the case - if it is legal to sell and buy used old version, then
you can also upgrade your 2nd hand version to the latest one at low price
and sell your 2nd hand version, the one who brought your software can also
do the same. Then what is the meaning of upgrade? One old version can
provide upgrade to several new version?
