Useful, yes. They even make models designed for photography. I've been
seen driving around with an aluminum ladder strapped to the top of my
Bronco II. It allows for more dramatic landscape shots and reduces the
need for a shift lens when photographing one or two story buildings.
Some folks just stand on top of a truck (Ansel Adams comes to mind), but
the ladder is great for allowing you to better roam around.

It doesn't have ground glass texture, so it is strictly an aerial image.

As a rule I don't test inexpensive generic lenses. It would be a never
ending chore.
