Olympus describes the black finish on it's "pro" bodies (OM-1,2,3,4) as a 
"black chrome process followed by two coats of black enamel." (I'm 
paraphrasing, I'm not reading their words right now, but have their
brochures 
that describe it.)

I'd assume, from looking at my own OM-4, and from the results of wear I've 
seen on other black camera parts, that the finish used is some sort of 
enamel or lacquer.
