Hi John,
    You may be able to find various excellent NiCd chargers at a
hobby store that handles a lot of electric models ... racing cars,
boats, and airplanes.  When my sons and I were into racing 1/10th
scale radio controlled trucks we had a programmable charger that
was superb.  A good one can be kind of pricey ... as I remember
the range a few years ago was between US$100 and US$300 ... but
you have control of both charge and discharge rates, trickle 
rate, cutoff point, etc.  Well worth it if you have a high
battery usage.
