I concur with the handlebar bag.  I've done touring
this way carrying an IS-1 or OM-1 with 35-70.  Second
most favorite setup is an XA in the seatbag. 
Actually, the XA is my go-anywhere-anytime camera that
I don't leave home without.  I don't venture anywhere
without the XA (except this week since I'm outa film).

Another option is a fanny pack, but if the weather is
warm, the camera can get mighty toasty.

On my mountain bike, I've used a "caboose" (all
cannondale gear), to carry a goodly amount of
equipment--all protected with cloth diapers.  Anyway,
the cannondale caboose is insulated, hard-sided and
easy to get to.  Just keep the items inside tight so
they don't bounce around.  My backpacking tripod
straps down on top of the bag.  I've gotten many
hundreds of miles of backcountry trails (and
non-trails) travelled with this setup.  Never have had
a problem, although when carrying $$$$$ in camera
gear, one tends to not get too wild on the bike.
