They are whatever YOU want them to be. Standards vary from country to
country and manufacturer to manufacturer and magazine lab to magazine
lab.  They are also generally relaxed at the high speed end.  A lot
depends on what kind of film you shoot.  Also, you'll want to know the
speed of the first curtain versus the second, since when they are not
identical you get tapering.  That will result in longer exposure on one
side of the frame and shorter on the other (in relation to the middle).
A single sensor shutter tester only tells you the center.  Tapering
generally gets worse with higher shutter speeds.
