I mainly use Micrografx PicturePublisher, a very mighty tool. I think it is
not poorer than Photoshop. Releases up to version 8 are sold very cheap or
even distributed free with computer-papers.

My second favorit is Ulead Photoimpact. Former versions are also distributed
for lowest charge.
