Probably.  Like the man said, "effect" can be a verb, "impact" is not.
you were using "impact" as a noun, which is correct.

"You can effect a change in your photographic style by examining the
work of other photographers and trying to produce similar results" uses
"effect" as a verb, which is allowed.

"My recent unemployment will impact seriously on my zuikoholism." 

uses "impact" as a verb, which is an increasingly common usage but
incorrect.
