PARTIAL refund?!! Warning bidders in an ongoing auction, eBay wouldn't be happy
if you tried that-- you could get banned. You're supposed to use the feedback
system to express your dissatisfaction, interfering with an auction is
forbidden (horns in on their racket, dontcha know).
