I think it is possible to eliminate Distorion completely.
Depends on the definition. There was recently a huge debate on
rec.photo.equip.largeformat about APO lenses. Turns out some lens
companies use a different definition than the one commonly accepted.
Thus the lenses can be less corrected than you might think from the
label and still be APO. Probably true in the 35mm world too and may
apply to other distortions. So how low is zero?
