Yes, film is also very important, if you already use Velvia what can you do
to improve? Sometime you just can't always use ISO50 film, it is too slow.
What we can do is to use the best lens you know if one can afford. I think
all agree photographer is the most important element but money can't buy. On
the other hand if you can afford (both money and weight) why not get the
best?
