The U.S. Army was not defeated by the North Vietnamese but by the U.S.
politicians who managed the effort rather than letting the military do it.
The U.S. Congress has the authority to declare war but they should never try
to manage one. Declared or not.  /jnm

But equally, extremely well trained and well equipped armies have been
defeated in the jungles of Vietnam and the mountains of Afghanistan.  I
hope above all that there will be no knee-jerk reaction - an almost
impossible wish under the circumstances.
