It looks like it, thank goodness. 
Maybe this will draw the nations together in an integrated strategy 
against terrorists. 
Then again, one person's terrorist is another's "freedom fighter."

But technology ups the stakes. Will the next successful attack be 
nuclear, chemical, biological, or a 747?
